Program Structure

The Worcester County Health Department is committed to recovery and improving the health of the community by providing a wide variety of services, specializing in mental health and addiction issues.

Our Mental Health and Substance Abuse Programs are fully accredited by The Joint Commission.alt 

Behavioral Health Services

Behavioral Health incorporates both mental health and substance abuse services.  Many of our services are held within our multiple sites across the county and including one site in Wicomico County (Center for Clean Start - C4CS).  While many of our services are held on site, we also offer community based services which include but are not limited to the following:

First, the facility itself, the staff, and counselors are very good ("top-notch"), and I don't want what I'm about to say to reflect on them at all, because they were always good to me. However, the doctor(s) here are clearly not the "cream of the crop". I went here from before 2000, up to 2012, and even after a decade+, I still felt the doctor didn't even know my name, and felt like he had me confused with someone else (quite literally and seriously)... or maybe he just didn't remember me, or acted like he didn't (but still, at every visit?). I don't know what the reason was, but it definitely seemed this way, and I even told my parents this at the time since I was younger. Either way, I would *not* send my kids here, or go here myself. Get private help from someone in Salisbury, or elsewhere, who isn't so bound to the states' version of mental health treatment, in my opinion ("school-to-prison-pipeline" comes to mind when thinking about this place, in all seriousness, but so does "eugenics"). I don't know if the state tells doctors how to treat patients, but it seemed like that's the case after I went here. I felt the way I was treated was "one-size-fits-all", and it seemed like they thought I was there just to abuse the prescriptions they wrote (when I've never done anything like that in my entire life). There was *NO* trust whatsoever between me and the doctor. I won't say this place harmed me directly, but the doctor did make threats to me because I saw another doctor when I felt I wasn't getting adequate help (which I expressed frequently to both the doctor and staff), even after I specifically asked him if that was okay with him beforehand (as if he forgot we even talked about it, which I really doubt). This place also wasted time that could've been spent getting better, but I feel I didn't progress far enough because the doctor didn't put any real effort into helping me. The doctor seemed like he did everything to make it seem like he was helping when he wasn't, and still today did nothing that actually helped (not that I can recall, anyway). If I continued to go here, I feel I may not even be here today. If you decide to go here, don't expect much real help, or to get better just from help they provide. The best way I can describe it is as a facility with lousy doctors which doesn't really take patients' mental health care seriously, and they're more about labeling people and diagnosing what's wrong rather than treatment (as I said above). It's been 5 years since I've set foot there, at least, and I'm not the type to hold grudges, but I really wonder and worry sometimes when I think about how many people's lives this place could be altering for the worst. I have no reason to write a bad review or damage this place's reputatio (that's not my goal), but please, just go somewhere else unless you have good reason to believe this place and doctor(s) has/have changed and isn't like this anymore. The doctor to be aware of has the last name of "Kapoor" (could be "Kapur"), but I've also seen others during my time there. If you see this doctor and start to see what I'm talking about, you'll know it's not just you (that's why I wanted to write this). It's just really not much to ask for a doctor to listen to patients they're paid to listen to, know their case, and offer helpful treatment options... but this place didn't even remember who I was.
