About Us

The Norfolk Community Services Board was founded in 1969 so that Norfolk residents with mental health, intellectual disability, and substance abuse needs could receive treatment in the community where they lived, surrounded by their family and friends. Over the years, continued emphasis has been placed on community treatment, with an emphasis placed there by consumers themselves; by their loved ones who want to be nearby; by the professionals who feel that patients progress better in familiar surroundings; by advocacy groups that rally for the rights of the disabled; and by the government, which oversees the welfare of the people we serve and treat. 

Today, we provide treatment and rehabilitation services to over 9,000 Norfolk citizens yearly. The level of service each person needs can vary from ongoing support to short term intervention, with most having needs that fall somewhere in between. In whatever manner people come to us, we assure their full participation in decisions about what services are appropriate to their individual needs and circumstances. We are dedicated to providing those services in the least restrictive environment possible - usually at one of our service locations or in the consumer’s home.

Norfolk Community Services Board is the primary provider of public mental health, substance abuse, and intellectual disabilities services for the City of Norfolk. A continuum of services spans from outreach and prevention through intensive psychiatric care, provided by highly clinically oriented service professionals with expertise in these service areas.

Most of our services are voluntary, and include entry into the system through intake, emergency intervention, hospital liaison, court services, and outreach. Services can include:

SAFE HOTEL PROJECT

Everyone deserves a safe place, and we've been working throughout the COVID-19 pandemic to ensure that those most in need receive just that. 

Through the Safe Hotel Project, 193 members of Norfolk's homeless community have received food, shelter and medical care courtesy of Sentara Medical Group since March.

IMPORTANT ANNOUNCEMENTS

OPERATIONS DURING COVID:

Essential services, provided by Norfolk Community Services Board, have continued through COVID. Each service has made adjustments for your safety. If you are experiencing symptoms, please call to see if your services can be provided by phone.  For questions regarding access to care or to reach a care coordinator, call our main number: (757)756-5600.

The I-Care Clinic, Child & Adolescent Clinic, Opioid Treatment Medication Clinic, and Intake will provide in-clinic services, assessments by phone, and video sessions. Entry is permitted for clients only and a guardian/care provider.

If you seek adult intake, we are open for Same Day Access Monday through Thursday 8:30am - 12:00 noon, but if you are able to wait and schedule or you need Intake outside of those hours, please call first. Intake will allow entry to its building only to the client and their guardian/care partner. To prevent unnecessary exposure, we encourage new clients to contact us by phone first for support and counseling and to assess each person’s need to come in for services.

Most of our services are able to come out into the community as they were before COVID or are beginning to do so. Clients who are home-bound or in isolation will receive critical services remotely or through a home visit to the door.  Current clients have access to teletherapy by request.  Screening is conducted for staff and visitors prior to entry to CSB facilities.

If you are in a behavioral health crisis, call (757)664-7690. Persons in behavioral health crisis are strongly encouraged to call this line instead of presenting at an emergency room if this is a safe option to prevent exposure. Mental health crisis counselors may be able to provide an alternative to the ER to address your crisis.

I got the absolute worst treatment at this facility. They were much more about controlling people vs actually helping them. A lot of their policies were completely counterproductive to recovery.

I DO NOT RECOMMEND this clinic! I was there for a year. Never asked to raise my dose, only decresed....until a YEAR IN. Somehow, I had a SEVERE withdrawal reaction 3 WEEKS AFTER I HAD DECREASED 2 MGS!( which was strange because I had been voluntarily decresing for a year from 90 mgs to 32 mgs without hvng such severe symptoms) The first 2 weeks after my last decrese I had no severe symptoms but in the 3rd week( which wld be waay after symptoms should appear) I began having severe withdrawal symptoms. It TOOK THEM A WEEK AND A HALF AFTER I PUT IN MY PAPER WORK TO RAISE MY DOSE!! Obviously, that DOES NOT HELP ANY ADDICT FROM GOING ON THE STREET FOR RELIEF( Which is the WHOLE POINT OF THE CLINIC, ISNT IT?) soo, after I had to use and got my failed pee test back... they botched my lab reports. They had marked me as using cocaine ( I did NOT) AND DIDN'T EVEN HV THE POSITIVE OPIATE RESULT ON MY CLINIC-PROBATION report. Then after being there A YEAR, THEY GAVE ME 3 "NEW PAITIENT" info pkgs in a month and a half, told me my counselor didn't work there when I tried repeatedly to schedule my sessions. Idk whats going on there but be sure to BE YOUR OWN ADVOCATE there!
